Legal Basis
Persuant to Article 10, Paragraph (1),
Point c) and Articles 13 and 25 of the Law on Agriculture, Food and Rural
Development of Bosnia and Herzegovina (Official Gazette of Bosnia and
Herzegovina no. 50/08) and Article 17 of the Law on the Council of Ministers of
Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina no. 30/03,
42/03, 81/06, 76/07, 81/07, 94/07 and 24/08), the Council of Ministers of
Bosnia and Herzegovina, on June 17th 2009, adopted the Decision on
the establishment of the Office for Harmonization and Coordination of Payment
Systems in Agriculture, Food and Rural Development of Bosnia and Herzegovina.
Office for Harmonization and Coordination
of Payment Systems in Agriculture, Food and Rural Development of Bosnia and
Herzegovina is an administrative organization within the Ministry of Foreign
Trade and Economic Relations of Bosnia and Herzegovina.
The objective of establishing the Office
Office for Harmonization and
Coordination of Payment Systems in Agriculture, Food and Rural Development of
Bosnia and Herzegovina was established in order to ensure transparency and
coordination of payment systems in Bosnia and Herzegovina and for the purpose
of providing policy measures support and gradual adjustment of the payment systems
with the EU system.
Duties of the Office
As part of its jurisdiction,
regulated by Article 13 of the Law on Agriculture, Food and Rural Development
of Bosnia and Herzegovina (Official Gazette no. 50/08), Office for
Harmonization and Coordination of Payment Systems in Agriculture, Food and
Rural Development of Bosnia and Herzegovina, in cooperation with the competent authorities of the Entities and Brcko District of Bosnia and Herzegovina, performs
following tasks:
- Develops a legal framework for the establishment and development of
institutional structures to support the implementation of policy measures and to
attract funds of the European Union (hereinafter: EU) and other international
funds;
- Establishes uniform practices and procedures of authorization,
execution and transactions in agriculture, nutrition and rural development,
which will be applied in the Entities and Brcko District;
- Harmonizes the system of administrative control to ensure
transparency and availability of information on all measures of support and
payments;
- Establishes control function;
- Promotes the uniform application of procedures for payment and the various
requests at all levels, which are in line with EU rules;
- Coordinates the training of staff at all levels in order to ensure
uniform application of procedures and the correct implementation of measures;
- Provides assistance in establishing registers from the Article 14
of the Law and other records, and coordinates the work of relevant services,
technical teams at all levels, for the purpose of a consistent application of
the system of referent registration and storing data system in the context of comprehensive
technical framework;
- Communicates with payment organizations and other internal and
external bodies, in terms of procedures and exchange of data for statistical
and other purposes upon request;
- Establishes effective harmonized monitoring and evaluation system
in line with European best practices;
- Identifies and assists development of other relevant services in
order to promote agricultural and food products;
- Identifies and assists development and implementation of measures
for the import-export regime and intervention in the market.
