Legal basis

On the basis of Article 10, paragraph (1) point c) and Art. 13 and 25 of the Law on Agriculture, Nutrition and Rural Development of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", No. 50/08) and Article 17 of the Law on the Council of Ministers of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", No. 30/03, 42/03, 81/06, 76/07, 81/07, 94/07 and 24/08), the Council of Ministers of Bosnia and Herzegovina is On June 17, 2009, passed the Decision on the establishment of the Office for Harmonization and Coordination of the Payment System in Agriculture, Nutrition and Rural Development of Bosnia and Herzegovina.

The Office for Harmonization and Coordination of Payment Systems is an administrative organization within the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina.

The aim of establishing the Office

The Office for Harmonization and Coordination of the Payment System in Agriculture, Food and Rural Development of Bosnia and Herzegovina was established with the aim of ensuring transparency and coordination of the payment system in Bosnia and Herzegovina and for the purpose of supporting policy measures and gradual adaptation of the payment system to the system of the European Union.

Jobs under the jurisdiction of the Office

Within the scope of its competence prescribed by Article 13 of the Law on Agriculture, Nutrition and Rural Development of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", number 50/08), the Office for Harmonization and Coordination of the Payment System, in cooperation with the competent bodies of the entities and Brčko District of Bosnia and Herzegovina, performs the following tasks:

  • develops the legal framework for the establishment and development of institutional structures to support the implementation of policy measures and the attraction of funds from the European Union (hereinafter: EU) and funds from other international funds;

  • establishes unique practices and procedures for approving functions, execution and accounting transactions in the sector of agriculture, nutrition and rural development, which will be applied in the entities and Brčko District;

  • harmonizes the administrative control system that will ensure transparency and availability of data on all support measures and payments;

  • establishes control functions;

  • promotes uniform application of procedures for payments and requests at all levels, which are in accordance with EU rules;

  • coordinates staff training at all levels to ensure uniform application of procedures and correct implementation of measures;

  • provides assistance in the establishment of registers from Article 14 of the Law and other records and coordinates the work of appropriate services, technical teams at all levels, for the purpose of consistent application of the reference registration system and data storage system within the comprehensive technical framework;

  • communicates with payment organizations and other internal and external bodies, regarding procedures and data exchange for statistical and other purposes upon request;

  • establishes an effective harmonized system of monitoring and evaluation in accordance with the best European practice;

  • identifies and assists in the development of other relevant services aimed at promoting agricultural and food products;

  • identifies and assists in the development and implementation of import-export regime measures and market interventions.
