IPARD
The Instrument for Pre-accession Assistance Rural Development (IPARD) is the fifth component of the EU Instrument for Pre-accession Assistance, intended for agriculture and rural development in the accession countries for the period 2007-2013. For this component in the period 2007-2013, the European Union has planned/allocated EUR 880 million.
IPARD is the successor to the previous pre-accession programme SAPARD. The main objective of the IPARD programme is to assist in the preparation for the implementation of the acquis communautaire in the field of agriculture and rural development, as well as the restructuring of the agricultural sector and the sustainable development of rural areas in the candidate/accession countries. These objectives are implemented through three main priorities:
Improving market efficiency and the implementation of EU standards;
Preparatory activities for the implementation of agri-environmental measures and LEADER (local strategies that enable co-financing of projects of importance for that region in certain regions or micro-regions, regardless of existing administrative borders)
Development of rural economy.
Within the three listed priorities, accession countries have at their disposal 9 measures through which they can finance IPARD projects. In the 2007-2013 program period, the IPARD component could only be used by candidate countries.
The implementation of IPARD is based on the IPARD program and through the operational structure of the so-called IPARD operational structure, which is part of the decentralized system of implementation of EU pre-accession funds. The main parts of this structure, in addition to the common parts of DIS, are the Management Authority and the IPARD payment agency. The function of the Management Body is to create the IPARD program, monitor the implementation of the program, and report, while the main functions of the IPARD paying agency are the implementation of IPARD measures, i.e. the financing of IPARD projects.
Unfortunately, Bosnia and Herzegovina did not use IPARD funds in the past, the reason being the non-fulfillment of both political and technical requirements, the first being candidate status, the second being the established and accredited DIS system. Considering that for the next financial perspective, the period 2014 - 2020, it is planned that potential candidate countries can also use IPARD II funds, it would be necessary to fulfill the required conditions as soon as possible so that our farmers can also use IPARD funds.
